The project “E-library of a specialist in youth work in the CIS” (hereinafter – YCIS project) has been implemented since 2017 by the basic organization of the CIS Member States for working with youth with the support of the Council for Youth Affairs of the CIS Member States (hereinafter – Council), the Ministry of Science and Higher Education of the Russian Federation, in partnership with relevant state and public organizations working in the Commonwealth (Protocol of Council decisions of June 13, 2017, paragraph 6).
In 2018 the YCIS project was placed in a separate section within the framework of the E-library project "Youth of Russia" by agreement with the Russian State Library for Young Adults (Protocol of Council decisions of November 8, 2018, paragraph 7).
In 2020 the YCIS project was included in the Strategy of International Youth Cooperation of the CIS Member States for 2021-2030 by the decision of the Council of Heads of Government of the CIS.
In 2022 the YCIS project is hosted on the electronic automated library system "Youth of the CIS" with the support of the Information and Library Center of RTU MIREA (Protocol of Council decisions of May 25, 2022, paragraph 6).
The primary aim of the project is to provide open access to relevant regional and international documents in the field of state youth policy.
The search and the use of materials do not require user authorization. All documents are available free of charge for users on the basis of open licenses.
The YCIS project contains laws and regulations, methodological literature, statistical documents and research outcomes dedicated to youth and children as well as materials reflecting the activities in areas and spheres that have a significant impact on these socio-age groups.
