The National Youth Council of Russia – a partner of the electronic library – was established on January 10, 1992 on the initiative of 8 youth organizations. The National Council is the most representative body of youth and children's associations in the Russian Federation, recognized as such both within the country and abroad.
Decree of the President of the Russian Federation No. 1075 of September 16, 1992 "On urgent measures for the development of state youth policy" supported the foundation of the organization in order to coordinate the activities of youth and children's associations of Russia for the protection and realization of their interests, the rights of youth and children.
The National Council unites the efforts of youth, children's and other public associations of Russia for the successful implementation of socially oriented activities, to promote the full and effective implementation of the constitutional rights and freedoms of children and youth in Russia.
