The study on vulnerable groups describes the potential impact of the decentralization process on these groups. Publication provides criteria for vulnerability and characteristics of groups. This study was carried out within the framework of the Joint Integrated Local Development Program (JLDP) of the Government of the Republic of Moldova, the United Nations Development Program (UNDP) and the United Nations Entity for Gender Equality and the Empowerment of Women (“UN Women”), with the financial support of the Government of Sweden.
