In the author's opinion, the year 2009 declared the Year of Youth should become a "launching pad" for the implementation of state youth policy. The author draws attention to the plan of the main events for holding the Year of Youth in the Russian Federation which includes 60 events. He also states the need to draw up the Youth Doctrine of the Russian Federation taking into account the European Charter on the participation of youth in public life at the local and regional levels.
