Annotation

The document states the development of state youth policy in the Russian Federation. The report outlines the goals, objectives and priorities of youth policy in the medium and long term, presents predictive scenarios for the implementation of youth human capital, and provides analytics for each scenario. Much attention in the document is paid to examples of the development of youth policy in Russia in 1992-2012, as well as the experience of its implementation in the number of European countries, Brazil, India, China, the USA and Japan. Based on such analytics the new model of state youth policy for the period up to 2025 and organizational and economic mechanisms for its institutionalization are presented. The document is developed by specialists of the Russian Presidential Academy of National Economy and Public Administration (RANEPA) by order of the Federal Agency for Youth Affairs (as the manuscript).
