Annotation
The author considers the term "youth policy" introduced into the Constitution of the Russian Federation and the federal law "On youth policy in the Russian Federation" as the basis for the formation of a special legal regulation of state youth policy in Russia. However, the author notes that in both cases the point is not state youth policy, but youth policy itself is considered as part of the policy in the field of education and the social sphere. Thus, despite the appearance of the term "youth policy" in the Constitution, it remains part of the education sector. It is considered as an application to the field of family and childhood protection and is not seen by the leaders of the regions as an independent area of activity.
