The necessity of creating the Youth Doctrine of the Russian Federation is considered. The author insists on such a wording, because youth should take part in the development of the Youth Doctrine, and the provisions should be discussed among youth. Unlike already existing doctrines and concepts, the new Doctrine should clearly spell out the role of youth as a subject of youth policy, not its object. Further, the author puts forward seven points to prove the need for the adoption of the Youth Doctrine.
