Annotation

The article presents all state initiatives in the field of youth policy from 1992 to 2017. Five main stages of the development of youth policy are identified. The first stage (1992-1993) is considered as a period of active struggle of youth organizations for the creation of a federal agency for youth affairs. The second stage (1994 – 1999) is characterized as a period of "independence" of the state youth policy, which developed at the regional level. The third stage (2000 – 2006) – as a period of accession of youth policy to the field of education, the fourth stage (2007 – 2014) – as a period of modernization and, finally, the fifth stage (2015 – present) – the entry into force of the "Fundamentals of the State Youth Policy of the Russian Federation for the period up to 2025".
