Methodological recommendations are advisory in nature. They define the basic principles for organizing and holding youth forums as part of the 2018 All-Russian Forum Campaign. This document is developed for the executive authorities of the Russian Federation, the offices of plenipotentiaries of the President of the Russian Federation in the federal districts, executive and legislative authorities of the constituent entities of the Russian Federation, local governments, state and municipal budgetary institutions, educational organizations, children's and youth public associations, and organizations and enterprises of all forms of ownership. Methodological recommendations also contain addenda that include the rules for staying on the forum, the list of recommended personal equipment, priority areas for the implementation of state youth policy, etc.
